Change to RFP: Submission of Electronic Bids by Email Are Acceptable

For electronic submission, can we send an electronic bid by email, versus a submission through MERX?
RFP Change:
We will also accept bids sent to our email account: landoverlanding@gmail.com with “Proposal Number RFP-2016-1 Bid” in the subject line. All electronic bids must be submitted no later than 3 p.m. local time, October 12, 2016.

Re: Budget
Question (received via email):
The budget maximum is $60,000. Can you confirm whether the $60,000 is designed to include the supplementary objectives? Or do we include separate price proposal by supplementary objective which is additional to the $60,000?
Public Answer:
The entire study is expected to cost approximately $60,000, which includes the Supplementary Objective options we choose to become part of the study. Taxes are extra. So, we are requesting that each bidder submit seven (7) price proposals:
- Primary Objective
- Supplementary Objective 1a (short study)
- Supplementary Objective 1b (detailed study)
- Supplementary Objective 2a (short study)
- Supplementary Objective 2b (detailed study)
- Supplementary Objective 3a (short study)
- Supplementary Objective 3b (detailed study)

Can you indicate the make-up of the project Steering Committee?
Public Answer:
Two people are on the project Steering Committee: one primary contact and a back-up. Both are members of the Land Over Landings Executive Committee.

Can you indicate whether the consultant works with the Steering Committee to create a vision for the subject lands, or is a vision provided by the Steering Committee?
Public Answer:
The vision of Land Over Landings is that the highest and best use of the remaining Federal Lands is the permanent preservation of the Lands for agriculture, utilizing their Class 1 soil to maximize their agricultural and other rural economic-growth opportunities for the economic benefit of the local communities and the GTA. We expect the consultant to use this vision as a framework within which a more detailed picture would show the ramifications in terms of jobs, GDP, taxes, and types of crops and occupations, including spin-off rural economic development related to agriculture, agri-business, and agri-tourism.
